KOCHI — The Ministry of Environment, Forest and Climate Change has officially designated the “Bhavasagara” Referral Centre as the National Repository for Deep-Sea Fauna, bringing much-needed bureaucratic order to the chaotic and un-indexed depths of the Indian Ocean.
The designation, conferred under the Biological Diversity Act of 2002, ensures that the 3,500 taxonomically identified specimens currently held at the Kochi facility—ranging from bioluminescent arthropods to teleostean fishes—are now legally recognized as government property. Officials confirmed that having a centralized database is a critical prerequisite for the "Blue Economy," a framework that seeks to utilize ocean resources while maintaining a very detailed Excel sheet of what used to live there.
“This is a landmark moment for marine conservation,” said a Ministry spokesperson, while adjusting a folder containing geo-referenced data for a species of snail that likely no longer exists. “By centralizing these specimens, we are ensuring that even if a deep-sea mining project inadvertently clears a few thousand square kilometers of the ocean floor, we will still have a very high-resolution photograph of the affected species in a drawer in Kerala.”
The repository is authorized to maintain secure custody of DNA sequences, a move scientists say is vital for the future. “If we have the genetic code, we can theoretically recreate these creatures in a tank later,” noted one researcher at the Centre for Marine Living Resources & Ecology (CMLRE). “It’s much more efficient than trying to manage the actual ocean, which is very large and lacks adequate air conditioning for our filing cabinets.”
Dr. M. Ravichandran, Secretary of the Ministry of Earth Sciences, emphasized that the move aligns with the UN Decade of Ocean Science, noting that India is now a global leader in the field of naming things that are under a lot of pressure.
At press time, the Ministry was reportedly scouting for a second repository to house the mounting paperwork generated by the first repository’s designation.
